How a DAO-CLT Model Could Work In Liberland

I have previously explained why a DAO-CLT hybrid setup is an essential component for the future of Liberland. In this article I will attempt to explain some of the details as how the government Liberland and their citizens can utilize this critical component that is needed to build up Liberland.

An on-the-ground blueprint for an off-grid settlement that belongs to its people forever, without it ever becoming another corporate landlord or statist commune. I have been working on this kind of plan for over a year now. The 1.0 draft was based in the USA with a Wyoming registered DAO and an IRS registered 501 (c)(7) non profit organization that would be the custodian of the Community Land Trust.

The Free Republic of Liberland is only a little over seven square kilometres, but within those seven kilometres it is possible to create a thousand different experiments in living. The most radical and resilient of these and I would argue the one that it the most essential will almost certainly be built on a new organizational creature: the Hybrid DAO–Community Land Trust (DAO-CLT). This structure fuses the borderless, cryptographic governance of a Decentralized Autonomous Organization with the ancient, anti-speculative permanence of a classic Community Land Trust. The result is a community that is technologically sovereign, legally bullet-proof, and constitutionally incapable of being sold off, financially captured, or centrally planned yet, it remains fully integrated into Liberland’s meritocratic ecosystem.

A Living DAO-CLT in Liberland

Imagine 100 hectares on the eastern bank of the Danube inside Liberland territory. The settlement’s stated end-goal is total self-sufficiency in energy, water, food, waste cycling, and digital infrastructure within ten years, while still trading goods, intellectual property, and surplus energy for goodwill and hard currency to be used in the outside world. Here is exactly how it can be structured.

1. Legal Form – The Perpetual Community Land Trust

  • The raw land is purchased and deeded in perpetuity to Danuvia Community Land Trust, a non-profit entity registered under Liberland’s ultra-minimalist corporate code. This is just a fictitious name that I will be using in the article for the ease of reading.
  • The Trust’s charter, engraved into the Liberland Blockchain registry declares that the land can never be sold, mortgaged, or used as collateral, except by a 75% majority of the shareholders who will be those that fund the Community Land Trust-this is an example of where the Liberland “senate” model would be quite useful. This modification process can only proceed after a 75% majority vote of the board directors which then present for a vote to all shareholders which must achieve a majority vote in order to move forward. The dissolution process must also be fully established before the trust can be deeded any property. Otherwise the land can only be stewarded.
  • The Trust issues 30-year (automatically renewable) stewardship leases to e-residents or citizens at a symbolic annual ground rent of 1 LLD (Liberland Dollar) – which is effectively a zero cost to leaseholders.

This CLT layer permanently removes the land from the speculative market, preventing the tragedy that has killed every intentional community from kibbutzim to modern eco-villages, gentrification or forced sale when the founders get old.

2. Governance Layer – The DAO

  • Every adult resident automatically receives a non-transferable Soulbound governance token (1 person = 1 vote) minted by the Danuvia DAO.
  • All day-to-day decisions – construction permits, work rosters, resource allocation, acceptance of new members, budget proposals – are made on-chain via quadratic or conviction voting.
  • A small percentage (e.g. 3 %) of all economic activity inside the settlement is automatically sent into the DAO treasury in stablecoins or LLD, creating a permanent endowment.
  • Critical decisions that could affect the CLT charter (almost none, by design) require both 75 % on-chain approval and 75 % approval of the CLT’s elected board – a deliberate speed-bump against hostile takeovers.

3. Economic Engine – Trade for Goodwill, Not Dependence

Although the community aims for caloric, energetic, and digital autarchy, it deliberately produces high-value, low-bulk exports:

  • Rare-heirloom seed strains and open-source permaculture designs (IP licensed via NFTs)
  • Artisanal distilled spirits aged in floating Danube barrels
  • Excess renewable energy sold as carbon-negative certificates
  • Bespoke cryptographic privacy tools developed by residents
  • Hosting of zero-knowledge proof nodes for global privacy networks (paid in crypto)

These are traded not out of necessity, but to build goodwill, diplomatic ties, and a war-chest measured in Bitcoin and physical gold stored in the community’s own vault.

4. Physical and Technological Sovereignty Stack

  • Energy: micro-hydro on the Danube + solar + wood-gas backup → 100 % off-grid
  • Internet: Liberland sovereign mesh + satellite uplinks + LoRaWAN fallback → no foreign ISP choke points
  • Water: rainwater harvesting + atmospheric water generators + closed-loop greywater reed beds
  • Food: intensive permaculture + aquaponics
  • Waste: plasma gasification unit turns all non-recyclables into syngas and vitrified slag
  • Defence: community militia trained under Liberland’s citizen-army doctrine
  • Building supplies: produced by 3D Printers

Every major system is open-source, documented on the DAO, and replicable by any other settlement, inside or outside of Liberland.

5. Membership and Exit

  • New members are accepted by DAO vote after a probationary contribution period.
  • If someone wishes to exit the community, they keep their personal property and crypto holdings, but their stewardship lease reverts to the CLT and their governance token is burned.
  • No one can ever be forced out except for a conviction of a serious Delict under Liberland law such as aggression, theft or fraud.

Why This Model Is Uniquely Suited to Liberland

  • It respects private property (homes and businesses are fully owned) while abolishing absentee landlordism and land speculation.
  • It harnesses blockchain governance without falling into plutocracy (soulbound tokens prevent whale takeovers).
  • It delivers true exit rights: any resident who dislikes a decision can fork both the code and, if desired, physically secede with their house to a different CLT-DAO arrangement or if they have enough support they can establish a new CLT-DAO group. It aligns perfectly with my proposed Liberland’s constitutional ban on eminent domain and zoning – the DAO-CLT is voluntary from foundation to roof.

Within a decade, Liberland could host dozens of such hybrid communities – some agrarian, some focused on AI research, some floating on the river itself – each fiercely independent, each trading with the others and the world under smart contracts, yet each constitutionally incapable of being bought, regulated, or taxed into oblivion.

The DAO provides the nervous system, the CLT provides the skeleton, and the people provide the soul. Together they prove that it is still possible, in the 21st century, to create a settlement that even a thousand years from now will still belong to those who live on it – and to no one else.

My original plan that I had developed over a year ago would fit in quite nicely the size of it was only to be around in the metric measurement 20 hectares (I had no idea acres and hectares were different silly American lol) and it was to be primarily agrarian and to be self sufficient with a small population of around 100 people based in Missouri, where property taxes are extremely low and there are no building or zoning restrictions. But with Liberland as the sovereign entity at the helm there are absolutely zero taxes and maximum freedom. We just have to make sure that the government doesn’t meddle in the business of people and private businesses when it is absolutely unnecessary.

  1. This idea probably would have saved all those “intentional” communities that have evaporated over the years. It would be interesting if, in the US, the initial purchaser of the land could purchase it under a religion and thus have property tax exemption… Then it almost would be its own private country.
